On July 2, the Fusion Industry Association launched our 2024 Supply Chain Report as an updated version from last year. The report surveys fusion developers and suppliers to get a snapshot of where the supply chain stands as the fusion industry grows. Designed to capture and analyze trends, challenges, and opportunities within the industry, this report serves as a resource to better understand the web of supply and demand in fusion energy, and to guide investment and policy strategy to support the realization of commercial fusion power at scale.

This year’s report finds an increase in supply chain spending, investment opportunities, specific technological and material constraints, and plans by supplier companies to expand their collaboration with fusion developers over the course of the year. The report also shows there is still a need for greater long term certainty around financing and policy to give suppliers the confidence to scale up and meet the future needs of the fusion industry.

Key findings of this report:

  • Increased supply chain spend – 2023 saw a growth in reported supply chain spend. The reported figure of $484,900,000 in 2022 grew to $612,184,500 in 2023. This is a significant undercount since not all companies provided spend data.
  • Project growth for 2024 – Fusion companies reported plans to spend 21% more on their supply chain in 2024 vs 2023
  • Challenges and risks – A variety of critical components were highlighted as having current or future supply risks, including cryogenic devices, HTS wire, power electronics, and vacuum chambers.
  • Investing capacity – 77% of our fusion supply chain member companies are investing in growing their capacity to support the fusion industry, with investments ranging from tens of thousands to several million.
  • Expansion plans – 100% of supply chain respondents plan to expand their work with fusion companies over 2024.
  • Need for long-term financial and policy certainty – Greater long term certainty around financing and policy is still needed to give the supply chain confidence to scale up to meet future needs of the fusion industry.

The 2024 Supply Chain Report highlights the critical role of diverse and robust supply chains in achieving commercial fusion power at scale. As we look forward to a future powered by fusion, supply insights will help guide key industry and policy decisions, ensuring a resilient, innovative, and expansive supply network to support the accelerating industry.

The Inflation Reduction Act (IRA) is changing existing renewable energy tax credits into a technology neutral tax credit that supports any facility that does not produce greenhouse gases. Starting January 1, 2025, these will transition to the Clean Electricity Production Credit (section 45Y) and the Clean Electricity Investment Credit (section 48E) for new projects.

On May 29, the Treasury and IRS announced the proposed rule on how this tax credit would be implemented.

Last year, the Fusion Industry Association submitted comment letters advocating for the inclusion of fusion energy in these new credits.

The proposed rule recognizes a list of several technologies that meet high enough environmental standards to qualify for these credits. The specific types of facilities with a GHG emissions rate of zero or less that would be eligible for these credits include wind, solar, hydropower, geothermal, nuclear fission, fusion energy, and certain types of waste energy.

The explicit inclusion of fusion energy in the IRA tax credits is important in providing certainty to developers and their shareholders about the future development of fusion as a commercial energy source. Furthermore, it is important that fusion energy is recognized as a qualifying technology on its own and not as part of any “Advanced Nuclear” designation. Fusion energy is substantially different from nuclear fission; fusion has different benefits, costs, and risks, thus should receive separate treatment.

The FIA looks forward to submitting formal comments in support of this designation.

The Fusion Industry Association EU team took part in the first edition of the Dutch Fusion Day organised by DIFFER, the Dutch Institute for Fundamental Energy Research. Over 200 participants from the public and private sectors attended the full-day conference in Eindhoven on May 3, 2024 to discuss scientific, technological, and political developments accelerating fusion energy.

The event featured a number of presentations including FIA member Gauss Fusion, EUROfusion, the Fusion Cluster, Fusion for Energy, and Trinomics. Growing international activity in fusion and the technological progress made in recent years creates new opportunities for the Dutch industry and scientific community that need to be seized.

The FIA team had the opportunity to tour the DIFFER research facility and see their experimental devices enabling plasma-material interactions study. DIFFER researchers explore the concept of using liquid metal layers to protect the walls of future fusion power plants, investigate the complex processes at the edge of fusion plasmas, and gain a better understanding of the physics of plasma instability and turbulence. Dutch Fusion Day came alongside the inaugural Fusion Energy Week – fusion events were held all around the world to celebrate fusion acceleration and increasing development at the technical, policy, and industry levels.

Effective May 7, 2024, FIA has appointed Tris Denton to lead its ongoing activities in the UK. 

With the rapid growth of private fusion industry around the world, huge technical progress being made day-by-day in the fusion sector, and the UK government’s longstanding leadership in fusion policy, the coming year is an important time for FIA in the UK. Tris will work to ensure the industry can offer clear and compelling inputs to Government consultations, public discussions, and more. He will directly involve the FIA and its members with already existing forums such as the Fusion Cluster and others.

Tris has long-standing experience in the UK clean-energy sector, including with the UKAEA STEP programme. 

The opportunities offered by private fusion for the UK economy are significant, and Tris will work alongside partners such as the Fusion Cluster to build on the strong foundations already in place. The FIA is a membership organisation consisting of 37 fusion developers from around the world. Two of them are based in the UK, and many others have interests and partnerships with the UKAEA and other institutions in the country.

On January 22, the Fusion Industry Association officially expanded into the European Union, appointing Cyrille Mai Thanh of Dentons Global Advisors as its new Director for the EU, based in Brussels.

The FIA has had EU-based members since its inception, and many members from around the world have engaged in direct partnerships with entities sponsored by EuroFusion and Fusion for Energy, as well as national governments within Europe.

For decades, European scientists have been leaders in the science and development of fusion energy. In recent years, the EU has begun work to design a DEMO fusion power plant, even as work continues on ITER in France. Now, as the fusion energy economy transitions from labs to the marketplace, Europe will have to transition its policies and programs as well. The EU will soon embark on an effort to build new public-private partnerships to support fusion, and the FIA will be eager to support these policies.

As the unified voice of the fusion industry, the Fusion Industry Association is excited to expand its presence in Europe in support of our members and the wider fusion ecosystem. As Director for the EU, Cyrille will be responsible for growing and managing the FIA’s presence in Brussels, implementing the FIA’s strategy and advocacy in the context of the Europes’s fusion ecosystem, and educating stakeholders in industry, politics, and the press about the promise of fusion energy. Cyrille brings with him extensive experience in clean energy, policy, and strategy.

The FIA’s priorities around the world are to build the public-private partnerships that will accelerate fusion, ensure that the regulations of fusion energy are permanently separated from nuclear fission, and ensure that fusion energy gets the same benefits that all other clean technologies receive.

Cyrille Mai Thanh has worked for the past eight years in public affairs in Brussels during which he has developed a strong knowledge on EU policies related to climate and energy. Cyrille brings valuable experience working at Dentons Global Advisors, a leading public affairs consultancy, where he advises corporate clients on a broad range of policy issues. He helps clients navigate the EU political landscape, anticipate regulatory changes, and design advocacy and communication strategies. Cyrille is also founder of the Brussels Sustainability Club, a network gathering over 200 public affairs professionals from across sectors with a common interest in sustainability policies. Cyrille studied European Studies at The Hague University and speaks English, French and Spanish.

Job Summary:

  • Adapt and implement the FIA’s strategic priorities for advocacy towards UK government, in line with the overall Association strategy.
  • Manage and grow the association’s presence in the UK markets, including recruiting new Affiliate Members.
  • Ensure compliance with local regulations and laws, including data protection, employment, lobbying, and tax laws.
  • Balance the overlapping or conflicting interests of member companies in an ethical, consensus-based manner to maximize the collective impact of industry’s voice.
  • Manage the office’s budget, including overhead, travel, and projections for growth.

Requirements:

  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships with key stakeholders.
  • Strategic thinker with the ability to develop and implement FIA priorities.
  • Experience developing political relationships and working with UK Government departments and senior political figures.
  • Strong financial acumen, with experience managing budgets and financial performance.
  • Experience working independently, with the ability to manage multiple priorities and deliver results.

While the position does not require any scientific experience in fusion research or plasma physics, the successful candidate will be able to demonstrate the ability to distill complex science into simple language. 

Location: It is expected that the position will focus on work in London, but the successful applicant should also be able to work directly with Association members across the UK, particularly in the Oxfordshire area.

Fusion energy is well-represented at the 2023 United Nations Climate Change Conference in Dubai.

December 5 will be Energy Day at COP28. Representatives of FIA member company Commonwealth Fusion Systems and TAE Technologies will participate in a panel discussion after US Special Envoy for Climate, John Kerry introduces the US’ new international fusion energy engagement strategy. The panel will take place at the Atlantic Council’s Global Energy Forum, happening at the Connect Conference Centre, located in the Opportunity Entrance at the COP28 Green Zone, Expo City Dubai. 

The FIA welcomes the United States’ new international strategy for fusion because it will allow like-minded countries to work together to accelerate fusion commercialization. China is rapidly increasing its efforts on fusion: it’s time for the US to assemble its allies to make sure it wins the race to fusion energy.

On November 21, the European Parliament adopted its position on the Net Zero Industry Act (NZIA), amending the initial proposal of the Commission to include “fusion energy technologies” among the net-zero technologies in their aims to boost decarbonization efforts in Europe. The Act sets a target for Europe to produce 40% of its annual deployment needs in net-zero technologies by 2030, to capture 25% of the global market value for these technologies, and to address challenges in scaling up these technologies’ manufacturing capacities.

By including fusion energy as a net-zero technology outlined in the report under Article 3a, the European Parliament’s approach would enhance the possibilities of more funding opportunities for fusion development, including through the Strategic Technologies for European Platform (STEP), currently under negotiation in Brussels.

“The net-zero technologies within the scope of this Regulation shall be… nuclear fission and fusion energy technologies, including nuclear fuel cycle
technologies; (RE 1528 )…”

Article 3a, Consolidated Comprormise Amendment on Net Zero Industry Act (Tabled by EPP, SD, and RE)

The inclusion of fusion energy, and differentiated from nuclear fission, is a significant step and sends a clear message to other institutions that the European Parliament views fusion energy as an important decarbonizing energy source.

About the Net Zero Industry Act (NZIA) legislation process:

The European Commission put forward the Net Zero Industry Act (NZIA) proposal in March 2023, in order to establish a framework of measures to determine which technologies can be considered “net-zero” and contribute to the decarbonization of European industry. The proposal was then sent to the two EU co-legislators, the Council of the EU and the European Parliament (EP). The European Parliament referred the proposal to the Committee on Industry, Research and Energy (ITRE). Rapporteur MEP Christian Ehler (Germany, EPP) drafted a first report of the Commission’s proposal and presented amendments to the initial text. The ITRE Committee then voted on the draft report in October. The European Parliament adopted its official negotiating position on November 21, which now kicks off a period of inter-institutional negotiations with the Council and the Commission. The Council has not yet published its negotiating position, but it is expected in the next few weeks.

A final compromise text will be agreed between the Parliament and the Council, likely before the end of the current mandate (by April 2024).
